How to become RAMP Certified
RAMP Certification is granted to the licensed premises upon successful completion of all five required components. Completing either the owner/manager or server/seller training alone does not grant certification to the establishment or the person completing the training.
- Owner/Manager Training
This component consists of training and focuses on those most responsible for determining daily operations and policies – the owner and manager. In order to comply with this component, an owner and/or the PLCB-approved manager must complete this training. Act 113 of 2011 requires all managers approved by the PLCB to complete this training course within 180 days of approval, unless successfully completed within the previous two years.
Licensees may choose to complete this training online or attend classroom training. Classroom trainings are offered by the PLCB weekly throughout the commonwealth.

2. Server/Seller Training
This component consists of training for the establishment’s alcohol service staff . Anyone who serves or sells alcoholic beverages and/or checks IDs, including the owners or managers, would be considered part of the alcohol service staff. In order to comply, at least 50 percent of the licensee’s alcohol service staff must complete this training course and this percentage must be maintained at all times. Upon completion of the RAMP Certification course, attendees are required to complete a course examination and must receive an 80 percent or better.
Licensees may choose to attend classroom training conducted by an independent trainer who has been approved by the PLCB or complete online training offered by a PLCB-approved provider. PLCBApproved Independent Server/Seller Trainers and Online Providers

3. New Employee Orientation
Orientation must be provided to each member of the licensee’s current alcohol service staff and to each new employee within thirty days of their hire. Owners/managers and security personnel that serve or sell alcohol and/or check IDs would also be required to complete this form. The PLCB will provide the orientation form and appropriate learning materials. It is the sole responsibility of the licensee to ensure that either the owner, manager, or a designated instructor conducts the orientation. 4. Signage
Licensees shall be responsible for posting signs regarding responsible alcohol service. Appropriate signage is available from the PLCB; however, the licensee may use other signage provided that it is equivalent in size, number and content to the Board’s. Signage must be prominently displayed so that it can be easily observed by patrons. Licensees shall be responsible for posting and maintaining the signage at all times.

5. Affidavit Request for RAMP Certification
After completion of all four listed requirements, the fifth and final component requires the licensee to complete an affidavit request for RAMP certification. Licensees may choose to complete this request via our Online Affidavit System. If using this system, you will need your license number, LID number, names of all of your employees, including their hire date and the date they completed the new employee orientation.
Licensees may also choose to submit a paper Affidavit Request for RAMP Certification and RAMP Staff Roster to their regional RAMP office. Complete instructions are contained on both forms.
The licensed establishment is not considered RAMP-certified until all requirements are met and certification is granted by the Board. For assistance, please contact your regional RAMP office.
Benefits to the licensee include:
- Possible reduction in the fines and penalties issued by an Administrative Law Judge to the licensee for serving a minor or a visibly intoxicated patron, as long as the licensee was in compliance at the time of the violation and had no citations for either of those two violations in the previous four years.
- Possible liquor liability insurance discount.
- Knowledgeable, well-trained alcohol service staff and management.
- Recognition as a responsible licensee in your community.
- Less likelihood of dram shop liability.
